Jazmine was raised and born within Philadelphia, Pennsylvania. Her mother Pam was once a back-up singer with Philadelphia International Records. Her father offered her a job as the curator of the Historic Strawberry Mansion. She along with her family moved in to the historic landmark. In 2005 she was a graduate of the Philadelphia High School for the Creative and Performing Arts in the class of singer-music major. Sullivan began singing as a contralto the children's choir, then after a couple of years, she joined the adult choir. The exposure Sullivan had to secular music was initially limited "I did solos in the church and was approached by someone to sign to an gospel label when I was 11 years old, but I wasn't yet ready," she recalls.
